Shamrock Civil is a mid-tier civil construction company. We work nationwide, providing a diverse range of civil engineering services to clients including site clearing, bulk earthworks, pond and dam construction, environmental remediation, civil construction, roadworks, demolition and large scale electrical, plumbing and communication services.

We employ a team of over 200 staff to service the needs of a growing portfolio of high-profile clients. Our commitment to our clients and the value and emphasis we place in creating and maintaining sustainable and long term relationships, is demonstrated by the repeat business we have established with our clients.

Shamrock Civil has established a local company in Papua New Guinea (PNG), named Shamrock PNG Ltd (SPNG).

We have opened a Port Moresby office to expand our geographic footprint to meet current demands and provide problem-solving professional expertise to civil construction projects. SPNG has the intention to create lasting relationships and compliment the country’s operations.


SPNG aims to provide a positive lasting impact in the communities in which we work. Engaging and supporting the communities has proven to be both beneficial to SPNG and to the local community. SPNG will provide employment opportunities to the local community in the first instance, followed by potential candidates throughout PNG.

As a National PNG company, our procurement policy will be based on a ‘local first’ philosophy, where unless prohibited by cost or quality, we will look to source the relevant goods or services in the local province in which we are working. If it is unavailable locally, we will extend our search parameters nationally to include the whole of PNG, finally we will then consider international options.

Corporate Citizen

Our company values and processes will be carried over to SPNG. For our Papua New Guinean operations, SPNG will be working collaboratively with the local communities and engaging in plans and programs that provide at least a medium or long term benefit to the community. To this end, SPNG will engage with the elders of the communities and with other local stakeholders (i.e. local councils, charitable organisations, church groups, etc) to develop a support plan that is going to be the most beneficial to the community and is within the capabilities of SPNG to provide, support or facilitate.

Safety First

SPNG has invested in cutting edge Unmanned Aerial Vehicle (UAV) survey capabilities for our gas and mining projects. This allows us to provide our survey and production data to clients in the most efficient manner, whilst most importantly eliminating people and machinery interaction which is a major risk to safety on bulk earthworks project.

This investment is currently paying dividends on our major projects from both a safety and reporting perspective. SPNG intend to invest in cutting edge technology such as this, as soon as it comes to the market, to allow us to continue to be market leaders in innovation in the civil sector.


Wherever possible, PNG Nationals will receive relevant technical or leadership training. As part of the SPNG development ethos, all appropriate employees will have confirmed training that will enhance their skills for their current role and enable them to be either transferred or promoted to other roles.

SPNG is committed to providing personnel with the tools and skills necessary to deliver project excellence in a safe and harmonious working environment. Integrated Management Systems

As Shamrock Civil has grown, our management systems have evolved to meet the new challenges associated with the increased complexity and value of projects, and increased management responsibilities with being a head contractor.

We have integrated the common system elements so that similar processes are more efficiently managed and executed without duplication. Integrated organisational management plans, procedures, standardised forms and records are utilised to ensure that, at every level of the organisation, we remain committed to:
